I was pointed to WACT today, the Web Application Component Toolkit for PHP. It takes a more disciplined approach to development than I'm accustomed to seeing in the PHP world. It looks very interesting. If I ever need to do something in PHP, I'd rather use something like WACT than hacking plain, fugly, terrifyingly unstructured PHP.

Ooh, their page about templating even has mention of a TAL port for PHP, called PHPTAL.

I'll add it to my to-investigate list.
