XML-RPC spec updated

The spec was finally updated to reflect the intention of allowable characters in the scalar string type. It used to say "ASCII string", now it just says "string". Since the spec also says the payload of XML-RPC is XML, that implies that UTF-8 and UTF-16 are allowable, since XML-RPC requires that XML processors accept both of those character sets.

This is progress. It came at the price of a lot of heat, but it shows the Internet is still working. When there's damage, the Internet routes around it, and if the people responsible for the damage are smart, they fix the damage before it's too late.
