I like just about everything on the list except declaring education an essential service (thus making it impossible for teachers to strike).
Teachers voices should be heard. Schools are in disarray. The vast majority of teachers care deeply about their students' futures and have a lot of very constructive ideas to help the situation.
I don't think the Liberals are TRYING to silence the teachers, but that would be a consequence of taking away teachers' right to strike.
